A Persistent uniform resource Locator or PURL is URL, which does not refer directly to Internet resources, but on a link resolver, which returns the actual, current URL of the resource. From user view a PURL corresponds thus to a HTTP forwarding. PURLs are - like URNs - a way, constant, to make persistente (lasting =bestehen) to reference available to contents of Webpages while the actual addresses of the sides can remain variable.
